See this example:

It is a minority of the population that engages in criminal and anti-social activities. Am not referring to any particular group but as a percentage of the total population. The safety of the total population to be upheld by the laws of the land, including the minority.

So is it insane or sane? Safety is viewed not as from majority point of view but in entirety - isn't it?
